9/04/2010 Modified Incident

This incident occurred during the UMP Dirtcar West Modified Main Event at Southern New Mexico Speedway on September 4, 2010. The 28 and 0 N cars were unable to continue and the 0 Mopar car was sent to the back for stopping on the track (on top of the 28). The 44 car retained her position on the restart. Question - Was that the correct call by track officials?
