7/09/2010 Street Stock Incident

This incident occurred during the El Paso Speedway Park Street Stock Main Event, July 9, 2010. Troy Wells, driving the #83 car, was charged with the incident. Since this was the second yellow flag charged to the #83, Troy was black flagged from the race.  Was Troy at fault for this incident?  You Be The Judge!
